First, the wand draws formula from the tube on every insertion, and the wand must be held at its natural resting depth inside the tube during transit to prevent formula from migrating up the wand shaft and drying at the applicator end. Second, mascara stored horizontally allows formula to pool at the applicator end and dry against the wand seal, causing the wand to stick inside the tube on the customer’s first use. The Sustainability Standard

Mascara sold in the United States requires FDA INCI labelling under 21 CFR Part 701 on the outer box. Waterproof mascaras containing film-forming polymers such as acrylates copolymer or trimethylsiloxysilicate must list these polymers by INCI name, and at high concentrations these formulas may require reclassification review if they make drug-like claims about lash strengthening or conditioning. Cosmetic brands in California and Texas launching a waterproof mascara line through Sephora or Ulta must confirm their formula classification before the dieline is drawn. In vertical column display units holding 12 to 24 tubes per column, each tube standing upright in an individual slot. Mascara is the highest-velocity SKU at most beauty retail beauty counters in states like New York and California, and tower display units with individual vertical slots prevent tubes from falling over or becoming misaligned when shoppers reach for and replace units. A flat-tray display does not maintain vertical orientation and creates the horizontal storage problem described above.
